1 - I understand that in Italy property is freehold , is that true?
Yes, generally every property is freehold, there are just exception which do not affect the domestic market.
2 - what does buying a property in Italy entail?
You will enjoy the same rights as Italian Nationals, you will have to pay purchase Tax which is higher but it's the same for Italians residents if the property is a second home
3 - Do I have to make a tax return in Italy every year?
Yes, the sense of it is due to the fact that each property has a presumed income value. But if the minimum allowance is not exceeded you don't have to pay any tax
4 - Is it possible to become a resident?
The permit is now issued by the anagrafe at the local Comune (town hall) you need a copy of your Title Deed and a document from your local bank stating that you have funds for your self-maintenance.
5 - What about paying the utilities when in England?
They can be directly paid by your bank Direct Debit.
